Crime prevention is an important component to stopping fuel piracy. Depending on your company’s policies, you may require prepayment, pay-at-the-pump, or simply request a driver’s license before authorizing the pump for use. As a way to minimize gas theft crimes, the Douglas County Sheriff’s Office encourages all gasoline merchants to have customers pre-pay for gasoline. Fuel piracy is totally preventable by merchants requiring all customers pre-pay for gasoline.  

Fuel Piracy (Theft) Policy

If you suspect someone committed fuel piracy (gas drive off), first attempt to get a license plate number from the vehicle, then a description of the vehicle including color and type of vehicle. Make note if there is anything that stands out about the vehicle, i.e. damage to the car, odd color of paint, bumper stickers, etc.  Write down what the driver looks like (hair color, height, weight, age), what the driver was wearing, and any other distinguishing characteristics about the driver. Also check to see if anyone else is in the vehicle.  DO NOT PUT YOURSELF IN DANGER.

Use the below Fuel Piracy Citizen Online Reporting Form located above:

  • If someone knowingly leaves your gas station after dispensing fuel valued at $250 or less (The gasoline merchant must self-report thefts under $250 by completing a Fuel Piracy Citizen Offense Report Form).
  • If someone knowing leaves a gas station after dispensing fuel valued at more than $250 but less than $1000 (The gasoline merchant may self-report the theft by completing a Fuel Piracy Citizen Offense Report Form).

If any of the following is true, DO NOT USE this system. Call for a Sheriff's Deputy to respond to your location within Douglas County (303) 660-7500.

  • The gas theft is over $1000
  • There was injury to a person
  • County property was involved
  • In cases of theft by force or break-in, or auto theft
  • If an employee has a customer detained at the gas station
  • If any other crime occurred on the property of a gas station during the gas theft

The Crime you are reporting to the Douglas County Sheriff's Office must have occurred in unincorporated Douglas County, the City of Larkspur, or the City of Castle Pines North. If your incident occurred within the boundaries of the Town of Castle Rock, Town of Parker, or City of Lone Tree, you must file your report with that municipal (town/city) agency.

Additional copies of the form may be photocopied by the gasoline merchant or obtained at the Douglas County Sheriff’s Office.

The victim merchant should complete this form and then fax the completed form to the Patrol Division at 303-688-3983 or mail it to the Douglas County Sheriff’s Office, Patrol Division, 4000 Justice Way, Castle Rock, CO 80109.

A designated deputy assigned to the Patrol Division will review the report submitted.  Upon approval, a case report number will be assigned and the gas merchant will be notified as to what that number is within three business days.
