The Detention Division recognizes the importance of an inmate's ability to communicate not only with their legal counsel but also their family and friends. There are several options available for communication:
Inmate Kite: Kites are a written form of communication within the Justice Center. The kites may be used to make requests for medical treatment, property issues, housing concerns and communication with the court system - probation, courts, pre-trial services. There is no cost to the inmate for the use of kites.
Inmate telephones: There are numerous telephones available with the detention facility. These phones are collect-calling only. The charges are billed to the telephone number that they dial. Depending on the location called and the time of day, calls may be billed at up to $4.94 for the first minute and up to 79 cents for each minute thereafter. (Rates are subject to change by the service provider). Calls are cut off after 15 minutes. Inmate telephones may be monitored and recorded. Three-way calls are prohibited at all times, and cell phones cannot accept collect calls.
Due to the large population within the facility, we cannot take messages for the inmates.
Inmate mail service: Inmates may correspond through the U.S. mail. Writing materials, cards and stamps are available through the commissary. Paper, stamps, envelopes and postcards cannot be sent to the inmate from the outside for use in their correspondence. Indigent inmates are given writing materials and envelopes to mail two personal letters per week.
All correspondence with the exception of Legal mail (must be clearly marked "Legal Mail") will be scanned and inspected for contraband. Mail into the facility should not contain stickers, gloss paper or cutouts from magazines.
Mail to a inmate within the facility should be addressed:
