It is the goal of the Douglas County Sheriff’s Office to research and obtain grant funding for projects and equipment purchases that have been identified as “qualifying” for application. The Sheriff’s Office has one full time position designated to grant administration and research.  Although the Grant Administrator also assists with budget tasks, the primary focus of this position is in granting.  The Sheriff’s Office has been very successful in receive funding for a wide variety of law enforcement related programs and equipment.   The majority of the grants have been awarded through state and federal funding.

Recent Douglas County Sheriff’s Office Grants

Colorado Department of Transportation Safety:CLICK-IT-OR-TICKET Grant Funding

This state funding supports the CLICK-IT-OR-TICKET seat belt campaign. In an effort to enforce the seat belt laws, CDOT offers grant funding to pay for overtime to deputies to work special seat belt enforcement operations.  The amount for each enforcement operation varies from year to year.

In 2011, Douglas County Sheriff’s Office received $1,000 for nighttime seatbelt enforcement for the specific time frame of July 21, 2011 to July 27, 2011.

The Sheriff’s Office also received an additional $3,000 for the 2011 May seat belt enforcement campaign for the period of May 23 – June 5, 2011.

Colorado Department of Transportation Safety: DUI Enforcement Grant Funding

The Colorado Department of Transportation Safety offers DUI enforcement grant funding for specific DUI enforcement operations throughout the year.  Examples of these specific operations are: Super Bowl DUI Enforcement, St. Patrick’s Day, Prom, Memorial Weekend, Halloween, Thanksgiving, Holiday Party and New Year’s DUI enforcement operations.  

In 2011, the Sheriff’s Office received awards totaling $6,400 for the 2011 Super Bowl, St. Patrick’s Day, Prom and Memorial Weekend DUI operations.  Grant funding for the remainder of the holiday DUI enforcement operations for the second half of 2011 will be announced and awarded as each specific project period approaches.

Office of Domestic Preparedness:Homeland Security Grant

Douglas County is within the North Central Region of the Colorado Homeland Security plan. The North Central Region collectively submits a grant proposal for homeland security funding through yearly applications. Any awards that are given out are determined by the regional board and there is no guarantee that the Douglas County Sheriff's Office will be selected to receive grant funding.

Colorado 18th Judicial District:VALE Grant

The 18th Judicial District provides Victim Assistance in Law Enforcement (VALE) grant funding to organizations that assist victims of crime.The Douglas County Sheriff’s Office provides on-scene crisis intervention, criminal justice advocacy, referrals and follow-up support to crime victims and citizens in cases of sudden or violent death.

In 2010, Douglas County was awarded $30,000 to partially fund a current victim advocate position for the Douglas County Sheriff’s Office, and $2,000 for the purpose of providing brochures within our community. Grant period: July 1, 2010 through June 31, 2011. An application requesting funding to partially fund a current advocate position, and to fund a new full-time advocate position has been submitted for the 2011-2012 period.

Colorado Division of Criminal Justice/Office for Victims of Crime:VOCA Grant

With funds through the U.S., Department of Justice, the Colorado Division of Criminal Justice (DCJ), Office for Victims of Crime offers Victims of Crime Act (VOCA) offers grant funding to support organizations that assist victims of crime in their efforts to comply with regulations related to victim rights issues.

In November 2010, the Sheriff’s Office was given the opportunity to re-contract with DCJ/VOCA to continue the previous VOCA grant award in the amount of $40,000.  This grant partially funds a current victim advocate position for the Douglas County Sheriff’s Office.  Douglas County was again awarded $40,000 to support this position for the period of January 1, 2011 through December 31, 2011.

Office of Juvenile Justice and Delinquency: Internet Crimes Against Children Grant

Since 2003, the Colorado Springs Police Department has been receiving grant awards from the Office of Juvenile Justice and Delinquency Program (OJJDP) to support the Colorado ICAC Task Force.  Colorado Springs P.D. awards sub grants to Colorado law enforcement agencies that participate in the ICAC task force.  The Douglas County Sheriff’s Office is a member of this task force and has the opportunity to make application and receive sub grant awards each year. The sub grant awards received by DCSO are typically in the $15,000 to $30,000 range. The 2010/2011 Grant award period: August 1, 2010 – April , 2011($15,040). An application for 2011 - 2012 has been submitted.

U.S. Department of Justice, Bureau of Justice Assistance: Bulletproof Vest Program (BPV)

Each year, the Douglas County Sheriff’s Office is eligible to apply for funding from the Bureau of Justice Assistance (BJA), which is solely for the purpose of reimbursement for the purchase of bulletproof vests for our deputies. The amount of the reimbursement varies from year to year based on the formulas established by the Department of Justice Grant period: N/A

Wal-Mart

Wal-Mart accepts applications for the Safe Neighborhood Heroes grant on an annual basis for a maximum of a $2000.00 award.  In 2010 DCSO received $250 to support the Mounted Patrol. An application for 2011 has been submitted requesting $1000 for National Night Out.

US Department of Justice, Justice Assistance Grant (JAG) Direct Award

Each year, the US Department of Justice awards law enforcement agencies funding which is to be used to support law enforcement functions, projects, or the purchase of specific equipment. The award is calculated by the US Department of Justice based on a formula that includes our uniform crime reporting (UCR) statistics.

In March 2009, Douglas County Sheriff's Office was awarded $119,160.00 as part of the Recovery Act Funding, which is being used to purchase various equipment items to include ballistic shields, MDT's, training equipment, AEDs, stop sticks, surveillance equipment, etc.  The grant period is March 1, 2009 through February 13, 2013.

In May 2010, the Douglas County Sheriff’s Office received notice of our 2010 JAG Local Grant Funding in the amount of $30,921. This money was used to purchase and install the Key Tracer System to track fleet keys and maintenance schedules.

State Court Administrator

DCSO Detention Division received $46,080 for the improvement of security within the courts. This funding will be used for video conferencing and training. Grant period: January 1, 2011 - December 31, 2011.
